Colby Hale

Serves as Founder and Partner, joined with Scott Corley and Kasey Pipes to form High Water Strategies, Inc., after working for the past 6 1/2 years on Capitol Hill, where he served as Chief of Staff to Congressman Roger Williams of Fort Worth. During his time on the Hill, and for nearly a decade prior, Colby was fortunate to forge many strong relationships and allies by working closely alongside key elected officials, federal appointees and state/federal employees across the spectrum of government.

Presently, Colby provides counsel and public affairs strategy to his various clients in both the public and private sectors by keeping a finger on the pulse of Washington and Texas. In his role as Chief to Congressman Williams, Colby oversaw all official operations and simultaneously acted as the Congressman's campaign manager and political consultant. He successfully guided Williams through 5 election campaigns with the most recent being a volatile 2020.

In 2017, Colby served as the Texas State Society's Black Tie and Boots Inaugural Committee Chairman, raising nearly 4 million dollars for the Texas-sized event honoring the newly elected President of the United States, Donald J. Trump.

His previous positions include serving as a senior advisor to the Republican Party of Texas' 2008 Texas Victory effort, which oversaw the re-election of many Republican officials from Senator John Cornyn down to local judicial races.

Colby got his start working in the office of the Texas Secretary of State where he worked alongside Secretary of State Williams to promote economic development, investment and job creation in Texas.

Colby proudly serves as member of the Board of Directors for the Congressional Sports for Charity Foundation, a cause very dear to him since the 2017 Congressional GOP Baseball Practice shooting. Additionally, he also serves on the Dallas Safari Club’s Government Affairs Council.

Colby earned a Bachelor of Science degree in Political Science and Government from Hardin Simmons University, where he also played basketball. Born and raised in the Texas Panhandle, Colby moved with his parents to the Fort Worth area when he was in high school. After spending several years working in Austin, Colby returned to Fort Worth where he and his family currently reside.
