In 2010, Scott Corley and Kasey Pipes Founded Corley Pipes Consulting and opened offices in both Washington and Fort Worth promising to be a full-service public affairs firm that got results in DC for Texas clients.
After ten years of strong growth, in 2022, Corley Pipes joined forces with Colby Hale and became High Water Strategies with offices in Fort Worth and Washington, DC and offering both public relations services, government affairs consulting, and content, digital and brand management.
High Water believes that having both a Washington and Texas presence offers our clients a unique advantage: it provides great customer service at both ends of the process. The Fort Worth office works on a daily basis with the clients to develop legislative goals and priorities. The Washington office then takes those goals and priorities and works with legislators and staffers in Washington to get results.
